The Louisville Jefferson County Metro Government is initiating the Louisville Metro Law Enforcement Assisted Diversion (LEAD) Program, a proven, model police diversion program that will be adapted specifically to those with opioid-use disorders. Law enforcement will divert 50 individuals with opioid-related substance abuse disorders in the Russell and Portland neighborhoods into a community-based intervention in lieu of arrest. An interdisciplinary advisory council provides administrative oversight for the program. A research team from the University of Louisville–Commonwealth Institute of Kentucky is evaluating the LEAD Program to determine the effectiveness of the program compared with usual care; determine changes in criminal justice system costs; and assess LEAD implementation fidelity.
